Speech February 22, 2011 - Budget 2011 and three years
Rate I think the hardest thing but at times need to take responsibility to do so.
Today we are asked to vote on the choices for 2011 and for three years.
I allow myself a brief digression back a step back in time.
June 2009 obtained the coveted permission from the voters by presenting a team but also presenting a project, a program for the development of the area that strikes Solidarity.
The election year is in itself a particular year of transition, the year following the recent 2010 I consider the years of adjustment, but now for the 2011 and the attached three-year program that leads us straight to the end of this mandate are not waived and excuses.
We come then to the preparatory procedures and contents of the Council for approval in the budget.
Good practice says that the pivotal moment of the year - and the approval of the budget estimates for the public institution it is - is a shared moment, a moment of confrontation between the representatives of the citizens. Missing for almost two years the budget committee, a time when the opposing parties, who in our community are equally divided in terms of consensus, meet to start thinking of the budget, times when you can and must take all cues and ideas, because I remember it was the government for the good of all citizens and not a single party. Do not you solidarity and development zoned or patronage. But this practice has wanted to postpone going directly to the right and necessary budget presentation to the citizens, but a budget has been closed, however, without the need for feedback from citizens, I would say a joke.
And if the practices and procedures are skipped, then we must cling to the hope that the content is acceptable and pleasant.
I have not submitted any amendment, not because of laziness or even an inability to find a square on the limited resources of our institution but disagree on the method of sharing and building of the budget and the lack of strategic vision in itself. Our administration, alas, has taken to the City a dangerous road and dissolute.

I understand the logic in long, if there are, the idea of \u200b\u200bUnion of Municipalities in perspective, I would understand if and how we tend to the good of the City with the current choices, such as with the real estate disposals (sales quotas Hera) rather than the management of farm holdings (Area and CADF), and more.

There are many forms for service management, many forms of Union of Municipalities have already been tried and many others may be designed by ourselves. Are not we were the first to have experienced Social Services Associates, the ASSP, ect .. Because for some things you can and not for others? Where is the secret?

I would have expected a reaction to finally stop the bleeding of our country, a push to attract businesses and citizens in the area not considered for national pride or presumption Berra perhaps less than surrounding towns and cities.
I personally, at least once a day, to my recollection interlocutors that Berra life is good and should come to live, to services, quality of life, the environment, to house prices, for the people ... do not know who you feel to do the same conviction.
